CDS Housing, a CDS Life Transitions company, offers high-quality, accessible, and affordable community-based housing.Serving seniors, families, veterans, people with intellectual and developmental disabilities, and other unique populations, CDS Housing is an integrated community to call your own.

CDS Housing was the first of its kind in New York State: a mission based non-profit committed to providing the supports that unique populations need to live and thrive in their communities.

    Andrew Sewnauth joined CDS Monarch in 2005 when he began his career as a direct support professional and has served in numerous capacities since his start. He is the Executive Director of CDS Monarch, with responsibilities for all day-to-day operations as well as administrative functions. As Chief Operating Officer for CDS Life Transitions, he supports all affiliates with strategic relationships and planning.

    Director of Facilities & Housing Development
    Justin Mirando has been working for CDS Monarch for over 19 years and has held positions as Residential Manager, Residential Project Administrator, Director of Residential Services and currently Director of Development.  Justin performs the critical steps in site selection for our affordable housing; assisting with startup budgets, project planning and implementation.  He also works with municipalities, engineers and architects on zoning, plan approvals and design, along with acting as the construction liaison between Owner and General Contractor. Justin earned his Bachelors of Art in Psychology from SUNY Fredonia and a Master of Science in Management from Roberts Wesleyan College. His contributions are purposed-oriented and he is committed to accomplishing the owners goals and objectives.

    As Director of CDS Housing, Patrick is involved in the management of all CDS affordable housing developments from site acquisition and financial feasibility analysis through award funding and construction completion. Post-construction he is also responsible for the ongoing oversight of all assets in the CDS Housing portfolio. Prior to working for CDS, Patrick worked in the public sector as Deputy Director of Development Services for the town of Irondequoit, where he oversaw the Townís Planning, Zoning, and Building Departments.  Patrick earned a Master of Public Administration degree from Cornell University.

    Robin has over 28 years’ experience in Affordable Housing; prior to working at CDS Housing she held the following positions, Vice President of Housing, Director of Asset Management, Project Manager and Director of Compliance. Robin has a degree in business from Bryant & Stratton and holds the following designations: CPM, HCCP, C3P, COS, Star, Shining Star and LRM. She is a Certified Property Manager through the Institute of Real Estate Management and a licensed real estate salesperson and Notary in the State of New York. Robin was named 2013 CPM of the Year by the Institute of Real Estate Management (IREM) Rochester Western New York Chapter 58. She has vast experience working with agencies in multiple states such as New York, New Jersey and Pennsylvania. She also brings experience in compliance programs such as HUD, DHCR, Tax Credit, Rural Development and HOME. Her commitment is results driven while maintaining honesty, integrity and always achieving the customers goals.

    Project Manager
    Hired in early 2022, Brian is involved in all facets of CDS affordable housing development, including: preparation of funding applications, community relations and management of construction budgeting. Brian brings years of experience in municipal planning to the affordable housing field.   Brian also has related experience in infrastructure funding, transportation equity, and farmland preservation.  He earned a Master’s in Urban Planning from the University of Buffalo.
